    Проблеми митного контролю в контексті європейської інтеграції України

    В умовах актуалізації транскордонної торгівлі постає питання формування належної системи захисту саме національного ринку від правопорушень, які мають місце в процесах перевезення продукції через митні кордони України, неякісних товарів чи послуг, а також невиправданих дій державних службовців, які так само характеризуються значною впливовістю на ефективність митного контролю та здатні знизити результативність фіскальної політики за умови нехтування працівниками своїми функціональними обов'язками. Отже, важливість проведених у роботі досліджень пов'язана саме із наявністю значної кількості проблемних аспектів у системі митного контролю України, які стоять на заваді реалізації державою євроінтеграційних прагнень та суттєво знижують ефективність національної економіки як самостійного учасника міжнародних правовідносин. Наукова стаття являє собою оригінальне дослідження проблем, характерних для вітчизняної системи митного контролю в умовах реалізації Україною євроінтеграційних прагнень. Дослідження проблематики здійснювалось завдяки застосуванню методів порівняння, абстракції, аналізу та узагальнення, а також графічного моделювання. У науковій роботі було детерміновано сутність та ключові фактори ефективності митного контролю, а також проблемні аспекти як такі, що унеможливлюють створення прогресивної системи митного контролю та аудиту в Україні. Під час дослідження було визначено, що діяльність у митній сфері повинна бути забезпечена сучасними інструментами, які б обслуговували систему контролю на основі новітніх прогресивних технологій. Враховуючи актуалізацію процесів цифрових трансформацій було визначено доцільним розширення практики використання інформаційно-комунікаційних технологій у контексті раціоналізації управління транскордонною торгівлею та підвищення рівня її відкритості задля забезпечення результативності митного контролю. In the conditions of actualization of cross border trade the establishment of systems to protect the national market from the offences which have already taken place in the process of moving goods across borders, from poor[quality products or services and unjustified actions by the tax agencies. It's important that the work of the customs authorities has considerable influence on the effectiveness of the customs control system; moreover, subject to disregard of the functional responsibilities by tax administration will be greatly reduced efficiency of public custom and fiscal policy. Accordingly, the importance of research is as a result of the existence of sets of challenges in customs control procedures that have hampered the efforts of the Ukraine to ensure the economic integration and deterimentaled to the efficiency of national economics. The article is devoted to the analysis of the problem aspects, specific to the Ukrainian customs control system in the context of strengthen integration efforts. Comparison, methods of abstraction, analysis and generalization, graphic modeling are the research methods which were used in the article. In this science paper the specific circumstances, prerequisites for effective, importance of customs control and problems involved in customs control as those that to prevent the creation of progressive system of customs control and audit in Ukraine. It is defined, that work of the customs authorities must be backed by modern instruments which would serve the control system on the basis of progressive technologies. The need to use the information and communication technology in the context of actualization digital transformations in Ukraine is reviewed by authors. It has been determined that innovative technologies have a positive effect on improving the customs risk management policy, speeding up cross border trade as well as greater the efficiency of customs control. It is determined that the problems of customs control in Ukraine are primarily related to the existence of significant gaps in domestic legislation, the lack of mechanisms for unification of standards in accordance with European requirements. It is the problems of a legislative nature that significantly slow down the process of European integration.
