Abstract

This chapter is dedicated to the technical support for counter-terrorism activities, conducted by covert law enforcement units to detect terrorist threats and protect operational methods. It examines the legal definition, classification, and functional purposes of Special Technical Means (STM), as well as restrictions on their possession by private or legal entities. Features determining the classification of devices as STM, procedures for manufacturing, use, and international transfer control are described. The chapter highlights the role of STM in ensuring state security and enhancing the effectiveness of operational-investigative activities in counter-terrorism.
