The section analyzes the impact of martial law on public finances and the functioning of financial control mechanisms in Ukraine. In the context of significant socio-economic and political challenges, the role of state financial control has intensified as a key instrument for ensuring the stability, transparency, and accountability of the public finance system. Under conditions of increased external pressure on the budget, limited financial resources, and the need for large-scale reforms, the state must apply effective tools to monitor the use of public funds and regulate the financial activities of public authorities. Public financial control ensures the targeted and efficient allocation of budget resources, prevents financial irregularities, reduces misuse of funds, and mitigates corruption risks. In this regard, financial control is viewed not merely as a technical audit procedure but as a strategic management component that strengthens public sector integrity and institutional accountability.
