Abstract

У статті зазначено, що важливим чинником, який впливає на безпеку переміщення товарів через митний кордон держави є здійснення надійного митного контролю та ефективних митних процедур. Одним із головних питань є визначення рівня довіри митного органу до підприємств-резидентів, до яких під час здійснення зовнішньоекономічної діяльності митними органами можуть бути встановлені форми й обсяги митного контролю, які сприятимуть спрощенню та прискоренню митних процедур. Було визначено, що економіко-правовою сутністю митних процедур є митний контроль і митний та постмитний аудит, митне оформлення та автоматизований економічний оператор.The article states that an important factor affecting the safety of goods movement across the customs border of the state is the implementation of reliable customs control and effective customs procedures. One of the main issues is determining the level of trust of the customs authority in resident enterprises, for which, during the implementation of foreign economic activity, customs authorities can establish forms and volumes of customs control that will facilitate the simplification and acceleration of customs procedures. It was determined that the economic and legal essence of customs procedures is customs control and customs and post-customs audit, customs clearance and automated economic operator.
