Фінансова безпека України та інструменти її забезпечення

Abstract

У роботі розкрито сутність фінансової безпеки та її місце у системі національної безпеки держави, охарактеризовано структуру фінансової безпеки, досліджено нормативно-правові засади її забезпечення. Проведено аналіз макроекономічних передумов фінансової безпеки України, здійснено оцінку бюджетної, боргової, валютної та банківської складових фінансової безпеки, визначено основні загрози та пропозиції по її забезпеченню в сучасних умовах. Обґрунтовано напрями підвищення рівня фінансової безпеки України шляхом удосконалення бюджетної, податкової та боргової політики, використання монетарних інструментів Національного банку України, розвитку цифровізації фінансової сфери, детінізації економіки, диверсифікації джерел фінансування та поглиблення інтеграції до фінансової системи ЄС.

The thesis reveals the essence of financial security and its place within the national security system of the state, characterises the structure of financial security, and examines the regulatory and legal framework for its provision. An analysis of the macroeconomic prerequisites of Ukraine’s financial security was conducted, and an assessment of its budgetary, debt, currency, and banking components was carried out. The main threats to financial security and proposals for strengthening it under current conditions were identified. The study substantiates directions for enhancing the level of Ukraine’s financial security through the improvement of budgetary, tax, and debt policies, the application of monetary policy instruments of the National Bank of Ukraine, the development of financial digitalisation, the reduction of the shadow economy, the diversification of financing sources, and the deepening of integration into the financial system of the European Union.
