Вдосконалення системи управління митними ризиками в Україні

Abstract

У роботі проаналізовано загальне поняття ризику й виявлено основні закономірності й фактори управління ризиками у митній справі. Розкрито особливості історичного досвіду становлення і розвитку системи управління митними ризиками в Україні та охарактеризовано статус учасників цієї системи. Розроблено критерії оцінки митних ризиків та їх об’єктів в Україні. Виокремлено і висвітлено оптимальні процедури із здійснення заходів управління митними ризиками в Україні та окреслено шляхи посилення ролі митниць у процесі управління митними ризиками. Здійснено порівняльний аналіз системи управління митними ризиками із залученням передового досвіду зарубіжних держав та сформульовано пропозиції стосовно вдосконалення на цій основі системи управління митними ризиками в нашій державі.The article analyses the general concept of risk and identifies the main patterns and factors of risk management in customs. The peculiarities of the historical experience of the formation and development of the customs risk management system in Ukraine are revealed and the status of participants in this system is characterised. The criteria for assessing customs risks and their objects in Ukraine are developed. The optimal procedures for implementing customs risk management measures in Ukraine are identified and highlighted, and ways to strengthen the role of customs in the process of customs risk management are outlined. A comparative analysis of the customs risk management system is carried out with the use of the best practices of foreign countries and proposals are formulated to improve the customs risk management system in our country on this basis.
