Концептуальні засади впровадження SMART-технологій сталого розвитку територіальних громад

Abstract

У статті зазначено, що сучасні виклики людства потребують запровадження інноваційних підходів сталого розвитку територіальних громад із використанням "розумних технологій". Актуальним є інноваційний сталий розвиток населених пунктів. Мету доцільно встановлювати за допомогою методики SMART під час розробки стратегічних документів сталого розвитку з урахуванням викликів глобалізаційних процесів. Зазначено, що створення "розумного" міста передбачає комплексні соціальні та технологічні трансформації. Виявлено, що економічний, соціальний та екологічний потенціал, людський капітал, інформаційно-комунікаційні технології являють собою головні ресурси розвитку та конкурентоспроможності територіальної громади. Важливим є дотримання стандартів сталого розвитку на рівні територіальних громад. Доведено, що завдяки SMART-технологіям відбувається трансформація всіх сфер сталого розвитку територіальних громад, інноваційних змін у прийнятті управлінських рішень.

The article states that the modern challenges of humanity require introduction of innovative approaches of sustainable development of territorial communities using "smart technologies". Innovative sustainable development of settlements is urgent. The goal set by the method of SMART. Strategic documents for sustainable development developed taking into account the challenges of globalization processes. It is noted that the creation of a "smart" city involves complex social and technological transformations. Revealed that the economic, social and environmental potential, human capital, information and communication technologies are the main resources for development and competitiveness of the local community. It is important to maintaining standards of sustainable development at the level of local communities. It is proved that the transformation of all spheres of sustainable development of territorial communities, innovative changes in the making of managerial decisions is due to SMART-technologies.
