Public debt as a determinant of investment activity and economic growth in Ukraine

Abstract

The article highlights the impact of public debt on the structure of Ukraine’s capital markets, economic growth, and investment activity. The excessive presence of the state, driven by public debt exceeding permissible limits, creates distortions in the supply of credit resources. An analysis of the dynamics, size, and structure of Ukraine’s public debt is conducted. Key issues related to the dominant presence of public debt instruments in capital markets, which crowd out private economic agents, are systematized, with a focus on declining investment activity due to market saturation with government bonds. The economic consequences of the crowding-out effect for the banking system are analyzed, particularly the reduction in lending and the increase in government bond holdings. The results of econometric modeling of the impact of public debt and the debt-to-GDP ratio on Ukraine’s nominal GDP are presented. It is established that an increase in the debt-to-GDP ratio has a significant negative impact on economic development, which substantiates the need to optimize debt policy to support the private sector.

У статті висвітлено вплив державного боргу на структуру ринку капіталів України, економічне зростання та інвестиційну активність. Надмірна присутність держави, зумовлена перевищенням допустимого рівня державного боргу, спричиняє диспропорції у пропозиції кредитних ресурсів. Проаналізовано динаміку, розміри та структуру державного боргу України. Систематизовано проблеми домінування державних боргових інструментів на ринку капіталів, що витісняють приватних суб’єктів економіки. Проаналізовано наслідки ефекту витіснення для банківської системи, зокрема зменшення частки кредитів і зростання питомої ваги ОВДП. Наведено результати економіко-математичного моделювання впливу державного боргу та співвідношення боргу до ВВП на номінальний ВВП України. Встановлено негативний вплив зростання боргу до ВВП на економічний розвиток і обґрунтовано необхідність оптимізації боргової політики держави.
