Трансформація системи юридичної освіти в умовах війни та в післявоєнний період

Abstract

The article analyzes the approaches to building a system of legal education in Ukraine since 2014 and describes the prerequisites and criteria for its transformation, in particular due to Russia's armed aggression against Ukraine. The changes in the system of higher education, and higher legal education in particular, which have taken place since 2014, as well as administrative decisions taken under martial law are outlined in detail. Approaches to the transformation of individual components of the legal education system are studied, the need to review the components, levels, degrees, licensing conditions, the content of educational standards and educational programs, as well as the regulation of the legal education system is substantiated. Emphasis is placed on the need to review the levels and degrees at which higher legal education is obtained, in particular through the refusal to train lawyers at the level of professional higher education. Possibilities of introduction of end-to-end training of lawyers as a more holistic training program are considered and substantiated. Emphasis is placed on the need to radically optimize the network of educational institutions, in particular in the context of the deficit of public funding, reducing the financial capacity of participants to obtain higher education and external factors related to the relocation of educational institutions. Such optimization is possible due to the merger of universities, as well as the refusal to train lawyers in colleges, territorially separated structural units, as well as higher education institutions with specific learning conditions. Emphasis is placed on the need to develop and approve educational standards and review the content of educational programs for the training of lawyers, taking into account the current challenges posed by the war. It also emphasizes the need to develop common approaches to the legal regulation of the legal education system.
