Фінансова система в умовах воєнного стану

Abstract

У тезах досліджено особливості функціонування фінансової системи України в умовах воєнного стану та проаналізовано ключові заходи держави, спрямовані на забезпечення її стабільності. Розглянуто зміни у бюджетному та податковому законодавстві, запровадження спеціальних механізмів фінансування державних потреб, зокрема випуск військових облігацій внутрішньої державної позики. Обґрунтовано значення військових ОВДП як ефективного інструменту мобілізації фінансових ресурсів для підтримки обороноздатності країни. Висвітлено роль спрощення фінансових процедур і податкових пільг у забезпеченні безперервного функціонування економіки в кризових умовах. Зроблено висновок, що оперативне реформування фінансової політики сприяло підтриманню фінансової стійкості держави та виконанню нею ключових функцій в умовах війни.The theses examine the functioning of Ukraine's financial system under martial law and analyze the key measures implemented by the state to ensure its stability. Particular attention is paid to amendments to budgetary and tax legislation, as well as to the introduction of special mechanisms for financing public needs, including the issuance of domestic war bonds. The study substantiates the importance of war bonds as an effective instrument for mobilizing financial resources to support the country's defense capabilities. It also highlights the role of simplified financial procedures and tax relief measures in maintaining the continuity of economic activity during wartime. The paper concludes that the prompt adaptation of financial policy has strengthened the resilience of the financial system and enabled the state to perform its essential functions under conditions of military aggression.
