Перспективи розвитку місцевого самоврядування в Україні в умовах європейської інтеграції

Abstract

The article identifies problems and prospects for the establishment of effective local self-government in Ukraine and the implementation of decentralization reform in the context of the transformation of Ukrainian society and constitutional reform. It is substantiated that when reforming the system of local self-government in Ukraine it is necessary to take into account both historical and European and international experience, which shows that it is impossible to redistribute powers and resources between executive bodies and local self-government without reforming the administrative-territorial structure of Ukraine. It is proved that the main directions of local self-government reform in Ukraine should include not only positive elements of decentralization, but also take into account the absence of the idea of federalization in Ukraine. It was found that the reforms related to the development of self-government in Ukrainian society are urgent, resulting in significant changes in the system of public administration in general and the involvement of communities in development policy at the local level. It was established that the Ukrainian state needs to carry out administrative and territorial reform to ensure the integrity of the state and its unitary system, as well as the adoption of a legal framework that would take into account the realities of Ukraine's signing of the Association Agreement with the European Union. It is substantiated that it is extremely important to clearly define the powers, rights and responsibilities of public authorities and local governments in order to balance interests in the system of public relations, ensure the implementation of the principle of subsidiary, and implement effective policies of social, economic and cultural development regions. The necessity of forming able-bodied territorial communities, ensuring the expansion of their rights to resolve issues of local importance, and conducting budget reform taking into account the priority areas of funding has been proved.
