Реформування місцевої влади як одна з засад і гарантій конституційного ладу України

Abstract

У статті дослідники актуалізують значення проблематики забезпечення конституційного ладу України в часи існування загрози національній безпеці та незалежності і непорушності кордонів України. У науковому дослідженні розглянуто проблему особливостей реформування територіальної організації України, зокрема в частині посилення ролі місцевого самоврядування. Авторами акцентується увага на тому, що саме оформлення моделі місцевого самоврядування на засадах демократичності, забезпечення засобів демократії участі територіальної громади у вирішенні питань місцевого значення, зміцнення матеріально фінансової бази місцевого самоврядування є дієвою гарантією конституційного ладу України. In this article the authors emphasise the importance maintaining constitutional order in Ukraine in the period when there are threats to national security and independence as well as to the integrity of the national borders. It is determined that implementing high quality decentralisation reform, which will provide effective mechanisms of local selfgovernment bodies functioning, is able to prevent from any usurpation of power in the future. This research looks at the challenges of reforming the territorial organisation of Ukraine, with a focus on increasing the role of local selfgovernment. The authors emphasise that the forming of the local selfgovernment model on the principles of democracy, providing democratic means of territorial hromadas' participation in making decisions on the issues of local significance, improving the material and financial basis of local selfgovernment, is an effective guarantee of constitutional order in Ukraine.
