Основні аспекти управління публічними фінансами у сучасних умовах

Abstract

Розкрито основні аспекти управління публічними фінансами в сучасних умовах. Зазначено, що реалізація бюджетної політики держави здійснюється за допомогою бюджетного механізму. Визначено структуру інструментів бюджетного механізму. Зазначено, що реформою ефективного врядування є забезпечення прозорості публічних фінансів в контексті передбачуваності державної бюджетної політики, стратегічного підходу до визначення пріоритетних заходів та відповідний розподіл обмежених бюджетних ресурсів. Проаналізовано динаміку бюджетної прозорості та визначено вплив розповсюдження пандемії COVID-19 на рейтинг України в Індексі відкритості бюджету (Open Budget Index). The main aspects of public finance management in modern conditions are revealed. It is noted that the implementation of the state budget policy is carried out through the budget mechanism. The structure of the instruments of the budget mechanism is determined. It is noted that the reform of good governance is to ensure the transparency of public finances in the context of predictability of public budget policy, a strategic approach to prioritization and the appropriate allocation of limited budget resources. The dynamics of budget ІІ Міжнародний податковий конгрес 590 transparency is analyzed and the impact of the spread of the COVID-19 pandemic on Ukraine’s rating in the Open Budget Index is determined.
