Концептуальні підходи державної політики у сфері надання адміністративних послуг

Abstract

У статті розглядаються концептуальні підходи до розуміння державної політики у сфері надання адміністративних послуг. Аналізуються основні теоретичні моделі та принципи, які визначають цілі, завдання та механізми реалізації цієї політики. Розкрито сутність таких концепцій, як публічне управління, орієнтоване на результат, державне управління, орієнтоване на громадян, електронне урядування, концепція сервісної держави та концепція доброго врядування. Визначено взаємозв'язок між цими концептуальними підходами та їх вплив на формування державної політики у сфері надання адміністративних послуг. Підкреслено важливість врахування національного контексту при розробці та реалізації цієї політики. Стаття спрямована на поглиблення розуміння теоретичних основ державної політики у сфері надання адміністративних послуг та сприяння її подальшому розвитку. Особливу увагу приділено сучасним викликам та тенденціям розвитку адміністративних послуг в умовах цифрової трансформації та децентралізації. Автор акцентує увагу на ролі сервісної держави, принципах відкритості, доступності та якості адміністративних послуг для громадян.The article explores conceptual approaches to understanding public policy in the provision ofadministrative services. It analyses the main theoretical models and principles that define the goals,objectives, and mechanisms for implementing this policy. The essence of such concepts as result-oriented public management, citizen-centered government, e-government, the concept of a servicestate, and the concept of good governance are revealed.The interrelationship between these conceptual approaches and their impact on the formation ofpublic policy in the field of administrative services is determined. The importance of considering thenational context in the development and implementation of this policy is emphasized. The article aims to deepen the understanding of the theoretical foundations of public policy in thefield of administrative services and to promote its further development. Particular attention is paidto modern challenges and trends in the development of administrative services in the context of digital transformation and decentralization. The author focuses on the role of the service state, the principlesof openness, accessibility, and quality of administrative services for citizens.Today, citizens expect a high level of quality and accessibility of administrative services. However,in practice, public policy in this area demonstrates a lack of a unified conceptual vision andfragmentation in implementation.In particular, there is a discrepancy between theoretical developments and their application, aswell as an insufficient study of the impact of digital technologies on policy formation andimplementation.Optimization of public policy in the field of administrative services involves strategic planning,unification of the regulatory framework, integration of effective methodologies, and systematicmonitoring. An important aspect is the development of public-private partnerships, internationalcooperation, and the establishment of effective mechanisms for internal and external interaction.Thus, the integration of various conceptual approaches and the implementation of the identifiedrecommendations will contribute to the effective development of public policy in the field ofadministrative services in Ukraine.
