Анотація
У статті досліджено особливості кризових комунікацій у діяльності органів публічного управління в умовах воєнного часу. Обґрунтовано, що сучасні безпекові виклики, високий рівень інформаційних загроз, активне поширення дезінформації та цифровізація інформаційного простору зумовлюють трансформацію кризових комунікацій із допоміжного інструменту інформаційного супроводу у стратегічний механізм забезпечення стійкості системи публічного управління. Визначено сутність кризових комунікацій, їх основні принципи та функції у системі взаємодії органів державної влади, місцевого самоврядування, суспільства та засобів масової інформації.
Проаналізовано сучасні виклики кризових комунікацій у діяльності органів публічного управління в умовах воєнного стану, серед яких: інформаційно-психологічні операції, дезінформація, інформаційне перевантаження населення, недостатня міжвідомча координація, зростання ролі цифрових платформ і соціальних медіа, психологічна вразливість населення та необхідність забезпечення балансу між відкритістю й інформаційною безпекою. Встановлено, що сучасні кризові комунікації характеризуються переходом до адаптивних і мережевих моделей комунікаційної взаємодії, заснованих на оперативності, цифровізації, багатоканальності та підтриманні суспільної довіри.
The article examines the peculiarities of crisis communications in the activities of public administration bodies under conditions of martial law. It is substantiated that modern security challenges, a high level of information threats, the active spread of disinformation, and the digitalization of the information space have transformed crisis communications from an auxiliary tool of information support into a strategic mechanism for ensuring the resilience of the public administration system The study defines the essence of crisis communications, as well as their main principles and functions within the system of interaction between state authorities, local self-government bodies, society, and the media. The article analyzes the modern challenges of crisis communications in the activities of public administration bodies during wartime, including information and psychological operations, disinformation, information overload among the population, insufficient interagency coordination, the growing role of digital platforms and social media, the psychological vulnerability of the population, and the need to maintain a balance between openness and information security. Particular attention is paid to the transformation of the contemporary information environment, in which crisis communication processes are becoming increasingly dynamic, decentralized, and dependent on digital interaction channels. The study substantiates that contemporary crisis communications are characterized by a transition to adaptive and network-based models of communication interaction grounded in operational efficiency, digitalization, multichannel communication, and the maintenance of public trust. In wartime conditions, crisis communications perform not only an informational function but also a stabilizing, coordinative, and security-oriented role aimed at ensuring social resilience and minimizing the destructive influence of information threats.
