Анотація
У статті досліджено роль соціального підприємництва у контексті досягнення Цілей сталого розвитку ООН до 2030 року. Проаналізовано сутність поняття «соціальне підприємництво» та його критерії. Розглянуто внесок соціальних підприємств у вирішення глобальних проблем на мікрорівні та їхню здатність до інноваційних рішень. Особливу увагу приділено порівняльному аналізу моделей підтримки соціального підприємництва у США та країнах Європи, виявлено їхні ключові відмінності в акцентах на прибутковість та соціальну місію, а роль державної підтримки. На основі аналізу зарубіжного досвіду надано рекомендації щодо вдосконалення механізмів підтримки соціальних підприємств в Україні як важливої умови її сталого розвитку. Запропоновано впровадження комплексного підходу, що включає покращення нормативно-правових умов, розвиток фінансових інструментів підтримки та посилення інституційної інфраструктури.
The article is dedicated to a comprehensive study of the role of social entrepreneurship as an effective tool in achieving the global Sustainable Development Goals (SDGs) defined by the United Nations by 2030. The paper conducts an in-depth analysis of the essence of the concept of "social entrepreneurship," reveals its key characteristics and criteria, particularly through the lens of the approach of the European research network EMES. The significant contribution of social enterprises to addressing pressing global problems at the micro-level is considered, emphasizing their ability to generate and implement innovative solutions that combine economic feasibility with social benefit. It has been established that social entrepreneurship contributes to reducing inequality through the employment of vulnerable groups, sustainable consumption through organic production, and the development of innovative infrastructure through the use of digital technologies. The specificity of social entrepreneurship, which combines economic efficiency and social orientation, makes their functioning one of the necessary conditions for achieving the sustainable development goals of society and determines the need for their state support. Particular attention in the study is paid to a comparative analysis of existing models of social entrepreneurship support in the United States of America and the countries of the European Union. Fundamental differences in the emphasis of state policies and private initiatives to stimulate the development of social enterprises are identified, particularly in the context of the priority of financial self-sufficiency versus social mission, as well as in the scale and forms of state support. Based on the comparative analysis of international experience, practically significant recommendations for Ukraine regarding the optimization of mechanisms for supporting social entrepreneurship are formulated. The necessity of implementing a comprehensive approach, encompassing the improvement of the regulatory framework, the expansion of the range of available financial instruments, and the strengthening of institutional infrastructure to promote the development of social entrepreneurship as a key factor in the sustainable development of the country, is substantiated. The proposed measures, such as the provision of tax incentives, the creation of a separate legal status, the development of microcredit and publicprivate partnerships, as well as the establishment of accelerators and infrastructure hubs, will contribute to the development of social entrepreneurship in Ukraine and its contribution to the sustainable development of society.
