Особливості впливу та ефективність санкційного інструментарію протидії інформаційній агресії РФ: сучасний аспект

Abstract

The article is devoted to determining the features of the impact and the level of effectiveness of modern sanctions and restrictive measures aimed at combating the spread of propaganda narratives of the Russian media as an aggressor country. To achieve the goal, the following methods were used: monitoring, grouping of disparate data, analysis, synthesis - to determine the features of the use of sanctions as a tool to counter the information aggression of the Russian Federation; observation, description and evaluation, expert analysis - to determine the level of influence of the sanction mechanism on the functioning of various segments of the Russian information and propaganda media sphere; generalization - to form conclusions regarding the effectiveness of the implementation of special restrictive measures at the present stage. As a result of the study, it can be stated that the introduction of special restrictive sanctions by the countries of the European Union and other states against the Russian Federation and, in particular, its media sphere in the period under study is generally systemic in nature and has a sectoral focus. The established connection between the means of coercive influence and the results of their impact on the functioning of the mass media of the aggressor country indicates the effectiveness of the sanctions policy. In general, restrictive measures against Russian mass media can be divided into two groups: direct and indirect action. A feature of the first group is direct obstruction, up to a ban, of the functioning of the Russian mass media in a certain territory, as well as the impossibility of their access to certain foreign platforms for the purpose of placing advertising content. The effectiveness of sanctions of this group lies in the rather rapid achievement of a reaction to the adopted restriction, the impossibility of legitimately bypassing this type of prohibitive measure, and most importantly, in the simultaneous withdrawal of a significant audience from the zone of influence of Russian narratives. A characteristic feature of sanctions of another group of sanctions – indirect action – is the gradual onset of the effect of the measures taken. For restrictive measures of this type to work, it takes time, and this already gives the subject, at whose activity they are aimed, the opportunity to search for a way out of a difficult situation, sometimes resorting to ordinary manipulation. At the same time, the claim about the insufficient effectiveness of sanctions of this group will not be legitimate and justified. As the conducted scientific research shows, for example, the replacement of suppliers and necessary components to ensure information production, as a rule, leads to an increase in the costs of creating a certain media product, which most Russian media are not ready for. In the conditions of gradual strengthening of sanctions pressure, reduction of advertising revenues, increase in the cost of information and printing services, shortage of advertising tools, the media sphere of the Russian Federation needs more and more financial support from the budget. The budget, which is already suffering from daily expenses for the war, for social assistance to the population impoverished as a result of it and solving many other problems associated with the current aggressive actions of the Russian leadership. The results obtained during scientific intelligence can be used both to develop effective sanctions tools and their application in domestic and international practice, and to increase the effectiveness of sanctions counteraction to the information aggression of the Russian Federation in conditions of martial law.
