The role of digital self-governance services in supporting population mobility and social resilience during humanitarian crises

Abstract

The theses examine the role of digital self-government services in ensuring population mobility and fostering social resilience of territorial communities under humanitarian crises. It is substantiated that digital platforms at the national and local levels, in particular the Diia ecosystem, provide continuous access to administrative, social, and housing services regardless of a person’s location. It is demonstrated that the implementation of electronic registries, online identification, and automated assistance mechanisms reduces the administrative burden on public authorities and enhances the adaptability of communities to mass population displacement. It is concluded that digital self-government services function as a key element of social resilience infrastructure in the context of military and humanitarian challenges.

У тезах доповіді досліджено роль цифрових сервісів самоврядування у забезпеченні мобільності населення та формуванні соціальної стійкості територіальних громад в умовах гуманітарних криз. Обґрунтовано, що цифрові платформи державного й місцевого рівнів, зокрема екосистема «Дія», забезпечують безперервний доступ громадян до адміністративних, соціальних і житлових послуг незалежно від місця перебування. Доведено, що впровадження електронних реєстрів, онлайн-ідентифікації та автоматизованих механізмів надання допомоги знижує адміністративне навантаження на органи влади та підвищує адаптивність громад до масових переміщень населення. З’ясовано, що цифрові сервіси самоврядування виступають ключовим елементом інфраструктури соціальної стійкості в умовах воєнних і гуманітарних викликів.
