Корупція-одна з найактуальніших проблем сучасності

Abstract

В статті зазначено, що корупція властива будь-якій країні та супроводжує її на всіх етапах суспільного розвитку. В Україні ж масштаби корупційних діянь є критичними та набули характеру загрози, який реально загрожує національній безпеці та конституційному ладу України. Зазначено, що наприкінці ХХ ст. світова спільнота визнала, що корупція є глобальною проблемою кожної країни, і з цією проблемою треба боротися. Результатом стало ухвалення цілого комплексу міжнародно-правових актів (обов’язкових і рекомендаційного характеру), підготовлених та прийнятих Організацією Об’єднаних Націй, Організацію економічного співробітництва та розвитку, Організацією американських держав, Радою Європи, Європейським Союзом тощо. Зауважено, що корупція належить до тих проблем, які неможливо вирішити у відриві від політичних, економічних і соціальних проблем. Обмеження її масштабів значною мірою залежить від чіткого визначення повноважень і функцій політичних і державних інститутів та їх посадових осіб; від запровадження демократичних принципів управління громадськими справами, створення умов для всебічного розвитку структур громадянського суспільства, формування дієвого механізму громадського контролю за владними інституціями. Зазначено, що ключовими та обов’язковими складовими елементами при дослідженні, визначенні та застосуванні терміну «корупція» обов’язково має бути з однієї сторони посадова особа, наділена організаційно-розпорядчими чи адміністративно-господарськими функціями, а з іншої – зловживання такою особою службовими повноваженнями. The article states that corruption is inherent in any country and accompanies it at all stages of social development. In Ukraine, the scale of corruption is critical and has become a threat to the national security and constitutional order of Ukraine. It is noted that at the end of the twentieth century. The international community has recognized that corruption is a global problem for every country, and we must fight this problem. The result was the adoption of a whole range of international legal instruments (mandatory and recommendatory) prepared and adopted by the United Nations, the Organization for Economic Cooperation and Development, the Organization of American States, the Council of Europe, the European Union, etc. It is noted that corruption belongs to those problems that can not be solved in isolation from political, economic and social problems. The limitation of its scale to a large extent depends on a clear definition of the powers and functions of political and state institutions and their officials; from introduction of democratic principles of public affairs management, creation of conditions for the comprehensive development of civil society structures, formation of an effective mechanism of public control over power institutions. It is noted that key and obligatory constituent elements in the investigation, definition, and application of the term "corruption" must necessarily be from one side an officer endowed with organizational and administrative or administrative and economic functions, and on the other - abuse of such a person by the official powers so, the more corrupt a country, the slower it develops economically. Corruption increases poverty and significantly limits future development opportunities. Therefore, corruption is one of the most pressing problems of our time. Some researchers generally believe that corruption has become a major political problem at the end of the ХХ th and the beginning of the ХХІ st century. However, for all approaches and assessments, one thing is certain: corruption is a problem, which is a matter of great urgency for many countries.
