Electronic Platform for Consultations of Public Authorities with Residents of Communitie in the Context of Decentralisation

Abstract

Public consultations play a crucial role in fostering democracy by enabling citizens to engage in constant dialogue with public authorities without the need to leave their homes. This contributes to the continuous functioning and development of the system. This study aims to comprehensively investigate the operational paradigm of electronic platforms. The main methodologies employed in this study were a structural and functional approach that comprehensively considers the components of electronic platforms used for public consulta tions with civil society, and a research method used to analyse the global experience of implementing such platforms. The study provides evidence for the significance of the interaction between public authorities and society, development prospects for bilateral dialogue between the government and the people, and the implementation of the fundamental right of society to participate in the management of state affairs. This study also reveals the role of local authorities in building a completely democratic society within the context of decentralisation.

Громадські консультації відіграють вирішальну роль у сприянні демократії, дозволяючи громадянам вести постійний діалог з органами державної влади, не виходячи з дому. Це сприяє безперервному функціонуванню та розвитку системи. Це дослідження має на меті всебічно дослідити операційну парадигму електронних платформ. Основними методологіями, що використовувалися в цьому дослідженні, були структурний та функціональний підхід, який всебічно розглядає компоненти електронних платформ, що використовуються для публічних консультацій з громадянським суспільством, та дослідницький метод, що використовувався для аналізу світового досвіду впровадження таких платформ. Дослідження надає докази щодо значущості взаємодії між органами державної влади та суспільством, перспектив розвитку двостороннього діалогу між урядом та народом, а також реалізації основоположного права суспільства брати участь в управлінні державними справами. Це дослідження також розкриває роль місцевої влади у побудові повністю демократичного суспільства в контексті децентралізації.
