Деякі аспекти державного управління об’єктами інтелектуальної власності

Abstract

У статті зазначено, що в сучасному суспільстві інтелектуальний капітал стає основою багатства тому, бо саме він визначає конкурентоспроможність економічних систем, виступає ключовим ресурсом їх розвитку. У процесі створення й використання інтелектуального капіталу беруть участь державні та комерційні підприємства; державні, приватні й суспільні установи та організації, тобто всі суб’єкти ринкових відносин. Здатність держави створювати й ефективно використовувати інтелектуальний капітал визначає силу нації та її добробут. Зазначено, що інтелектуалізація суспільного життя є неодмінною умовою ефективного державного управління як визначального фактора конкурентоспроможності. Стратегічний курс розвитку державної політики України зорієнтований на формування її інноваційної моделі, але економічні та фінансові проблеми гальмують цей процес і не дозволяють досягти належного рівня інноваційного розвитку. Доведено, що у формуванні державного управління об’єктами інтелектуальної власності суспільства сконцентровані фундаментальні засади постіндустріалізму та інформаційного суспільства; нова технологічна парадигма, особливу роль у функціонуванні якої відіграють технології, знання, інновації, комп’ютеризація та інформатизація. Важливою складовою державного управління об’єктами інтелектуальної власності є економіка знань - це якісно новий тип суспільної формації, фундаментом розбудови якої є знання, інформація, інтелект, наука.

The article states that in modern society, intellectual capital becomes the basis of wealth because, because it determines the competitiveness of economic systems, it is a key resource for their development. In the process of creating and using intellectual capital involved public and commercial enterprises; state, private and public institutions and organizations, that is, all subjects of market relations. The ability of the state to create and effectively use intellectual capital determines the strength of the nation and its well-being. It is noted that the intellectualization of social life is an indispensable condition for effective public administration as a determining factor of competitiveness. The strategic course of development of the state policy of Ukraine is oriented towards the formation of its innovative model, but economic and financial problems hinder this process and do not allow to achieve the proper level of innovation development. It is proved that in the formation of state management of objects of intellectual property of society the fundamental principles of post-industrialism and information society are concentrated; a new technological paradigm, a special role in the functioning of which is played by technologies, knowledge, innovations, computerization and informatization. Work is as much as possible replaced by knowledge and intelligence, which increases its innovation and productivity. The dynamism, scale, and sustainability of the intellectual sphere have turned into any country for a decisive factor in increasing its competitiveness, economic growth, raising the standard of living of the population, defense, technological, environmental and socio-economic security.
