Abstract

At the initial stage of the German-Soviet war, the USSR leadership succeeded in introducing a special legal regime in the form of martial law, as well as emergency measures in areas close to the war zone. This, in particular, was manifested in the restriction of the right of free movement of many categories of citizens and the "clearing" of the areas endangered 166 occupation, from "unreliable elements". These steps required regulatory regulation in the relevant legislation and departmental documents.
