Роль державних гарантій в економічному відновленні України

Abstract

У тезах досліджено роль державних гарантій як інструменту фінансової підтримки та стимулювання економічного відновлення України в умовах високих воєнних і макроекономічних ризиків. Розкрито особливості застосування державних гарантій у механізмі кредитування та інвестиційного фінансування, визначено їх переваги порівняно з прямими державними запозиченнями. Обґрунтовано значення державних гарантій для розширення доступу суб’єктів господарювання до кредитних ресурсів, залучення інвестицій у пріоритетні галузі економіки та перерозподілу фінансових ризиків між учасниками інвестиційного процесу. Висвітлено основні проблеми реалізації механізму державних гарантій в Україні та наголошено на необхідності вдосконалення інституційного й нормативно-правового забезпечення їх використання. Зроблено висновок, що ефективне застосування державних гарантій є важливим чинником активізації інвестиційної діяльності, підтримки підприємництва та забезпечення післявоєнного економічного відновлення.The theses examine the role of state guarantees as an instrument of financial support and a catalyst for Ukraine's economic recovery under conditions of heightened wartime and macroeconomic risks. The study explores the specific features of using state guarantees in lending and investment financing mechanisms and identifies their advantages over direct public borrowing. It substantiates the importance of state guarantees in expanding business access to credit resources, attracting investment to priority sectors of the economy, and redistributing financial risks among participants in the investment process. The paper also highlights the main challenges associated with the implementation of the state guarantee mechanism in Ukraine and emphasizes the need to improve its institutional and regulatory framework. It is concluded that the effective use of state guarantees is a key factor in stimulating investment activity, supporting entrepreneurship, and ensuring sustainable post-war economic recovery.
