Abstract

This paper examines the use of artificial intelligence (AI) in government and its impact on the creation of public value, based on desk research and expert interviews. It identifies key factors necessary for effective AI implementation in public administration, particularly in terms of internal capacities and governance. The study also explores the cross-border reliance of public services on digital infrastructure located outside national jurisdictions, including cases from Asia, Europe, and the United Kingdom. It highlights trade-offs between efficiency and risks related to technical autonomy and information sovereignty, emphasizing the challenges of dependence on transnational providers. The paper concludes that further research is needed to ensure the safe and effective use of AI in public governance and service delivery.
