Державна політика розвитку міських транспортних систем

Abstract

У статті обґрунтовано необхідність вирішення проблем з функціонуванням і розвитком міських транспортних систем із надання якісних транспортних послуг у містах України в умовах відбудови. Зауважено, що одним із пріоритетних напрямів Плану відбудови України є транспортна інфраструктура. Зазначено, що надзвичайно важливою є саме транспортна галузь для розвитку суспільного господарства, оскільки вона забезпечує обслуговування внутрішніх, експортних-імпортних та транзитних перевезень вантажів і пасажирів. Зауважено, що транспорт є невід’ємною складовою загальної державної економічної політики та забезпечення обороноздатності країни. Одночасно зазначено, що транспортна галузь є базовим індикатором рівня соціально-економічного розвитку держави щодо забезпечення якості життя населення, сприятливого середовища для економічного зростання і розвитку підприємницької діяльності, охорони навколишнього середовища тощо. Доведено, що розвиток транспортної системи України – це сукупність прогресивних стійких змін умов її функціонування, як наслідок формування та реалізації відповідної державної політики в цій галузі. Вважаємо, що пріоритетом розвитку транспортної галузі України є активізація інноваційно- інвестиційних процесів та створення інвестиційно привабливого середовища. Зауважено, що залучення інвестиційних коштів в інноваційні транс- портні проекти - це умова розвитку не тільки транспортної галузі, а і національної безпеки та підвищення конкурентоспроможності країни. Саме створення сприятливого інвестиційного клімату є першочерговим завданням державної політики розвитку транспортної галузі. На нашу думку, державна політика розвитку транспортної галузі представляє собою цілеспрямовану, систематичну, послідовну та прозору діяльність органів публічної влади, що базується на принципах: відкритості; врахування громадської думки; доступності та високої якості транспортних послуг; законності; наукової обґрунтованості; орієнтації на об’єктивні потреби суспільства; соціальної справедливості та потребує подальшого наукового обґрунтування та досліджень з метою її покращення.

The article substantiates the need to solve problems with the functioning and development of urban transport systems for the provision of quality transport services in cities of Ukraine in the conditions of post -war reconstruction. It is noted that one of the priority areas of the reconstruction plan is transport infrastructure. It is noted that the transport industry is extremely important for the development of the public economy, as it provides maintenance of internal, export- import and transit transportation of goods and passengers. It is noted that transport is an integral part of the general state economic policy and ensuring the country's defense capability. At the same time, it is stated that the transport industry is a basic indicator of the level of socio-economic development of the state to ensure the quality of life of the population, a favorable environment for economic growth and development of entrepreneurial activity, environmental protection, etc. It is proved that the development of the transport system of Ukraine is a set of progressive sustainable changes in the conditions of its functioning, as a result of the formation and implementation of relevant state policy in this field. We believe that the priority of the development of the transport industry of Ukraine is the intensification of innovation and investment processes and the creation of an investment attractive environment. It is noted that attracting investment funds in innovative transport projects is a condition for the development of not only the transport industry but also national security and increasing the competitiveness of the country. It is the creation of a favorable investment climate that is the primary task of the state policy of development of the transport industry. In our opinion, the state policy of development of the transport industry is a purposeful, systematic, consistent and transparent activity of public authorities, based on the principles: openness; taking into account public opinion; availability and high quality of transport services; legality; scientific validity; orientation to the objective needs of society; social justice and requires further scientific substantiation and research to improve it.
