Abstract

The article examines the liability insurance market as an important component of Ukraine’s financial system. It analyzes its role in ensuring economic stability and social protection, highlighting key features such as protecting policyholders from losses related to legal liability to third parties. The study reviews the regulatory framework, including the provisions of the Law of Ukraine “On Insurance” and the acts of the National Bank of Ukraine. The main functions of the market are defined as redistributive, protective, and regulatory. The article identifies major challenges to its development, including economic instability, the consequences of war, low capitalization of insurance companies, limited consumer trust, and insufficient product diversification. The proposed directions for improvement include expanding the range of insurance products, digitalizing processes, and adopting best international practices.
