Сучасні тренди донорської допомоги в Україні в контексті розвитку об’єднаних територіальних громад

Abstract

Мета статті полягає у відображенні сучасних трендів донорської допомоги Україні в контексті розвитку об’єднаних територіальних громад (ОТГ), оскільки три роки потому розпочалося впровадження глобальної реформи місцевого самоврядування та територіальної організації влади на принципах децентралізації. До цього процесу долучилася міжнародна спільнота, яка активно підтримує реформу і виділяє значні кошти на її впровадження по всій території країни. У цьому зв’язку виникає гостра необхідність у постійному відстеженні та узагальненні результатів цієї підтримки, що передбачає певну послідовність дій донорів, реципієнтів, спеціально уповноважених органів стосовно підтримки структурних реформ і реалізації програм соціально-економічного розвитку України в якісному чи кількісному вираженні. Отримана в результаті узагальнення інформація щодо міжнародної донорської допомоги на розвиток об’єднаних територіальних громад дозволяє робити ґрунтовні висновки відносно характеру динаміки (успіхів чи невдач) реформування, а також будувати на їх основі прогнози подальшого розвитку ОТГ.

The purpose of the article is to reflect the current trends of donor assistance to Ukraine in the context of the development of united territorial communities (UTCs), since three years later the implementation of the global reform of local self-government and territorial organization of power on the principles of decentralization began. The international community has joined this process, which actively supports the reform and allocates significant funds for its implementation throughout the country. In this regard, there is an urgent need for constant monitoring and generalization of the results of this support, which implies a certain sequence of actions of donors, recipients, specially authorized bodies regarding the support of structural reforms and the implementation of programs for the socio-economic development of Ukraine in qualitative or quantitative terms. The information obtained as a result of the generalization regarding international donor assistance for the development of united territorial communities allows us to draw sound conclusions regarding the nature of the dynamics (successes or failures) of the reform, as well as to build forecasts for the further development of ATCs on their basis.
