Abstract

The relevance of the article lies in the need to unlock the financial and investment potential of Ukraine’s stock market, which, remaining underdeveloped, has suffered additional losses during martial law. The paper summarizes the institutional foundations of its organization and regulation, analyzes changes in the legal framework, and outlines the powers of state regulatory bodies in wartime. The stock market is defined as a key mechanism for mobilizing capital to support economic recovery. The study identifies two groups of problems: systemic ones related to the overall state of the economy, and market-specific issues that can be addressed through regulatory instruments. The proposed directions for improvement include enhancing the diversification of financial instruments, developing the corporate segment, strengthening investor confidence, and improving financial literacy. The implementation of these measures is expected to increase market liquidity and investment attractiveness.
