Проблеми комерціалізації інтелектуальної власності та трансферу технологій між державними установами та бізнесом

Abstract

У статті узагальнено показники, які є ключовими для сприяння передачі технологій та комерціалізації активів інтелектуальної власності. Розглянуто моделі порівняння для організації та фінансування «відділів» трансферу технологій. Наголошено, якщо держава декларує вектор сприяння трансферу технологій як однієї з своїх цілей інноваційного розвитку, то управлінській системі доведеться визначити наступні системні елементи: місія та фінансування «відділів» трансферу технологій, показники для співставленням результативності функціонування «відділів» трансферу технологій, а також розробити та впроваджувати модель консорціуму для «відділів» трансферу технологій. Визначено, що «відділ» трансферу технологій має бути економічно життєздатним з точки зору результатів та впливу на країну. Системно представлено індикатори порівняльного аналізу для оцінки ефективності функціонування «відділу» трансферу технологій. Розглянуто модель консорціуму на основі оцінки можливостей потенційних учасників, що буде дієздатної економічного середовища країн, що розвиваються. Зазначено що до ключових складових оцінки інтелектуальної власності належить оцінка економічної цінності різних видів інтелектуальної власності. Оцінка інтелектуальної власності є визначаючою у прийнятті рішення щодо фінансування комерціалізації об’єктів інтелектуальної власності. При розробці стратегій у сфері інтелектуальної власності Україна має враховувати потребу у профільних фахівцях та, відповідно, готувати кваліфіковані кадри, які мають необхідні знання та досвід для оцінки вартості активів інтелектуальної власності. Окреслено особливості використання інтелектуальної власності як майнової застави. Наголошено на проблемному сегменті у формуванні фінансового забезпечення комерціалізації інтелектуальної власності, а саме: винахідники, які шукають фінансову підтримку для комерціалізації своїх винаходів, повинні шукати інші форми застави, щоб забезпечити кредити бізнесу від фінансових установ. Актуалізовано доцільність розробки та реалізації державних програм спрямованих на налагодження партнерських відносин фінансових установ з урядом у підтримці винахідників.

The article summarizes indicators that are key to promoting technology transfer and commercialization of intellectual property assets. Comparison models for the organization and financing of "departments" of technology transfer are considered. It is emphasized that if the state declares the vector of technology transfer promotion as one of its goals of innovative development, then the management system will have to define the following system elements: the mission and funding of technology transfer "departments", indicators for comparing the performance of technology transfer "departments", as well as develop and implement a consortium model for "departments" of technology transfer. It was determined that the technology transfer "department" should be economically viable in terms of results and impact on the country. Indicators of a comparative analysis for evaluating the effectiveness of the technology transfer "department" are systematically presented. The model of the consortium based on the assessment of potential participants' capabilities, which will be effective in the economic environment of developing countries, is considered. It is noted that the means of intellectual property assessment include the assessment of the economic value of various types of intellectual property in the assessment of an existing company or a new enterprise. Valuation of intellectual property is important for financing the commercialization of intellectual property objects. When developing intellectual property strategies, Ukraine should decide whether it is necessary to train specialists who have the necessary knowledge and experience to assess the value of intellectual property assets. The peculiarities of using intellectual property as property collateral are considered. The problematic segment in the formation of financial support for the commercialization of intellectual property is emphasized, namely: inventors seeking financial support for the commercialization of their inventions must look for other forms of collateral to secure business loans from financial institutions. The expediency of developing and implementing state programs aimed at establishing partnership relations between financial institutions and the government in supporting inventors has been updated.
