Адміністративно-правова характеристика міжнародно-правових актів, які регулюють гендерну політику під час реалізації публічно-владних повноважень

Abstract

The purpose of the article is the doctrinal characterization of international legal acts that regulate gender policy during the exercise of public-authority powers. The article analyzes current issues regarding the formation and development of European standards regarding their ratification into Ukrainian legislation on gender equality of women and men in the process of public administration and management decision-making. Today, these issues are quite relevant in the period of reforming the system of public administration in Ukraine. It is argued that the issue of equality between women and men in the process of implementing public legal relations is regulated by a number of important international legal acts, most of which have been ratified in Ukraine. A special task is to ensure integration processes regarding gender priority in all areas of international policy and its implementation in the current legislation of Ukraine. The article thoroughly describes the activities of major international organizations such as the UN, the Council of Europe, the European Union, etc., which actively promote gender policy in all its areas of activity and administration, while regulating gender equality between women and men. The author’s team formulated the definition of “gender policy” as a purposeful organizational activity or inaction of public administration subjects, which is aimed at ensuring and guaranteeing equal rights, freedoms, legitimate interests and opportunities of women and men, through the formation of a gender culture in a democratic society. At the same time, by gender equality, the authors understand the equal administrative and legal status of women and men and their equal opportunities in the process of exercising public-authority powers and making managerial decisions in all spheres of public administration.
