Problems of interaction between public authorities and local self-government in Ukraine

Abstract

The thesis is devoted to the problem of interaction between public authorities and local self-government in Ukraine. Historical comparison researches have proven to be an important tool to understand the legal framework in the context of its temporal dimension. It has been demonstrated that present-day conditions for the development of comparative history of law also require an evaluation of processes aimed at rethinking the opportunities for the comparative historical method. It has been defined that one of these lines may be the theoretical justification of characteristics pertaining to the historical comparison method as a heuristic means of acquiring knowledge on the formation and evolution of legal grounds for interaction between public authorities and local self-government in Ukraine in different historical periods, its unique characteristics and features.

Теза присвячена проблемі взаємодії органів державної влади та місцевого самоврядування в Україні. Дослідження історичного порівняння виявились важливим інструментом для розуміння законодавчої бази в контексті її часового виміру. Було продемонстровано, що сучасні умови розвитку порівняльної історії права вимагають також оцінки процесів, спрямованих на переосмислення можливостей порівняльно-історичного методу. Визначено, що одним із цих рядків може бути теоретичне обґрунтування характеристик, що стосуються методу історичного порівняння, як евристичного засобу отримання знань про формування та еволюцію правових підстав взаємодії органів державної влади та місцевого самоврядування в Україні в різні історичні періоди, його унікальні характеристики та особливості.
