Цифрові валюти в інноваційному розвитку платіжних систем в Україні

Abstract

У дисертації обґрунтовано теоретико-методичні та прикладні засади функціонування цифрових валют в інноваційному розвитку платіжних систем, визначено ризики впровадження цифрової валюти центрального банку (CBDC) та розроблено рекомендації щодо їх мінімізації для забезпечення ефективності, надійності й стійкості платіжної інфраструктури України. Удосконалено понятійно-категоріальний апарат і класифікацію цифрових валют, запропоновано авторське трактування їх сутності та визначено місце криптовалют, стейблкоїнів і CBDC у сучасній фінансовій системі. Досліджено еволюцію цифрових валют, їх вплив на модернізацію платіжної інфраструктури, фінансову інклюзію та розвиток електронної комерції. Проаналізовано міжнародний досвід упровадження CBDC та визначено можливості його адаптації до умов України. Оцінено перспективи інтеграції е-гривні до національної платіжної системи та обґрунтовано доцільність застосування гібридної моделі її емісії й обігу. Удосконалено науково-методичні підходи до оцінювання та управління ризиками розвитку CBDC, запропоновано модель концентрації фінансових ризиків платіжних систем і параметричний підхід до їх регулювання. Практична цінність одержаних результатів полягає у можливості їх використання під час формування державної політики цифровізації фінансового сектору, розроблення цифрової валюти Національного банку України та модернізації національної платіжної інфраструктури.

The dissertation substantiates the theoretical, methodological, and applied foundations of digital currencies in the innovative development of payment systems, identifies the risks associated with the implementation of a central bank digital currency (CBDC), and develops recommendations for their mitigation to ensure the efficiency, reliability, and resilience of Ukraine's payment infrastructure. The conceptual framework and classification of digital currencies are improved, and an original definition of digital currencies is proposed, integrating cryptocurrencies, stablecoins, and CBDCs within a unified analytical framework. The study examines the evolution of digital currencies and their impact on payment infrastructure modernization, financial inclusion, and e-commerce development. International experience in CBDC implementation is analyzed, and approaches suitable for adaptation to the Ukrainian context are identified. The prospects for integrating the e-hryvnia into the national payment system are assessed, and the feasibility of a hybrid model of issuance and circulation is substantiated. Scientific and methodological approaches to assessing and managing CBDC-related risks are improved through the development of a financial risk concentration model for payment systems and a parametric risk management approach. The practical significance of the research lies in the possibility of applying its findings to the development of digital financial policy, the implementation of the National Bank of Ukraine's digital currency, and the modernization of Ukraine's payment infrastructure.
