Генезис становлення та розвитку публічної служби в Україні

Abstract

У статті розглянуто процес зародження, становлення та розвитку публічної служби в Україні від часів середньовіччя і до сьогодення. Подано визначення публічної служби, окреслено її основні цілі, завдання та функції. Досліджено основні історичні періоди розвитку публічної служби. Сучасні процеси становлення демократичної, правової, соціальної держави, розвиток громадянського суспільства, інтеграція України в Європейське співтовариство неможливі без функціонування ефективного інституту публічної служби — ключового механізму держави . Обраний шлях України на євроінтеграцію засвідчують її прагнення сформувати власну національну правову систему відповідно до найвищих міжнародних стандартів. Сьогодення характеризується зростанням внутрішніх і зовнішніх загроз правопорядку та безпеці країни, а також новими вимогами щодо подальшої імплементації положень міжнародно - правових договорів та послідовного вдосконалення інститутів, організаційних структур і спроможностей органів виконавчої влади, коригування законодавчих, організаційних та адміністративних засад функціонування публічних органів.The article examines the process of birth, formation and development of the public service in Ukraine from the Middle Ages to the present day. The definition of public service is provided, its main goals, tasks and functions are outlined. The main historic al periods of the development of the public service were studied. Modern processes of the establishment of a democratic, legal, social state, the development of civil society, and the integration of Ukraine into the European Community are impossible withou t the functioning of an effective institution of public service — the key mechanism of the state. Ukraine's chosen path to European integration is evidenced by its desire to form its own national legal system in accordance with the highest international st andards. Today is characterized by the growth of internal and external threats to law and order and the security of the country, as well as new requirements for the further implementation of the provisions of international legal treaties and the consistent improvement of institutions, organizational structures and capacities of executive authorities, adjustment of the legislative, organizational and administrative principles of the functioning of public bodies.
