dc.description.abstractВ умовах збройної агресії адаптація законодавства України до норм ЄС є важливою для зміцнення правової основи держави. Дослідження актуальне, оскільки аналізує проблеми та перспективи гармонізації українського законодавства з європейськими нормами в контексті поточної безпекової ситуації. Метою дослідження є визначення основних проблем та розробка рекомендацій для ефективної адаптації законодавства України до норм ЄС. Дослідження також сприяє виявленню ключових чинників, що впливають на процес адаптації, і пропонує шляхи їх подолання. Дослідження базується на аналізі нормативно-правових актів, порівняльному аналізі українського та європейського законодавства, а також експертних опитуваннях. Основною гіпотезою є те, що ефективна адаптація законодавства України до норм ЄС можлива за умови належної координації та підтримки міжнародних партнерів. Методика включає системний аналіз, контент-аналіз та правове моделювання. Здійснено систематизацію проблем адаптації законодавства та оцінено їх вплив на правову систему України. Виділено ключові напрямки гармонізації та запропоновано конкретні рекомендації для їх реалізації. Теоретичне значення дослідження полягає в узагальненні підходів до гармонізації законодавства в умовах криз. Практичне значення дослідження полягає у застосуванні розроблених рекомендацій для вдосконалення правової бази України. Оригінальність дослідження полягає у комплексному аналізі проблем адаптації законодавства під час збройної агресії. Основні висновки містять пропозиції щодо оптимізації законодавчого процесу та підвищення ефективності гармонізації з нормами ЄС. Перспективи подальших досліджень включають аналіз впливу міжнародної підтримки на процес адаптації. In the conditions of armed aggression, the adaptation of Ukrainian legislation to EU norms is important for strengthening the legal basis of the state. The study is relevant because it analyzes the problems and prospects of harmonization of Ukrainian legislation with European norms in the context of the current security situation. The purpose of the study is to identify the main problems and develop recommendations for effective adaptation of Ukrainian legislation to EU norms. The study also contributes to the identification of key factors affecting the adaptation process and suggests ways to overcome them. The research is based on the analysis of normative legal acts, comparative analysis of Ukrainian and European legislation, as well as expert surveys. The main hypothesis is that effective adaptation of Ukrainian legislation to EU norms is possible under the condition of proper coordination and support of international partners. The methodology includes system analysis, content analysis and legal modeling. Systematization of legislation adaptation problems was carried out and their impact on the legal system of Ukraine was assessed. The key areas of harmonization are highlighted and specific recommendations for their implementation are proposed. The theoretical significance of the study lies in the generalization of approaches to the harmonization of legislation in crisis conditions. The practical significance of the research lies in the application of the developed recommendations to improve the legal framework of Ukraine. The originality of the study lies in the comprehensive analysis of the problems of adaptation of legislation during armed aggression. The main conclusions contain proposals for optimizing the legislative process and increasing the efficiency of harmonization with EU norms. Prospects for further research include analyzing the impact of international support on the adaptation process.
