Розбудова територій пріоритетного розвитку: методичний концепт

Abstract

Україна сьогодні перебуває у центрі уваги всього світу. Російська агресія, спричинивши руйнацію виробничої, соціальної, транспортної, інженерної, туристичної, економічної та ін. інфраструктури створює додаткові виклики на вирішення яких необхідно спрямувати зусилля науковців та пересічних громадян. Відродження мирного життя, в тому числі ґрунтується на соціально-економічному зростанні країни, прискорення якого забезпечується активізацією підприємництва на засадах його інвестування. Стаття присвячена актуальним питанням розбудови територій пріоритетного розвитку. Проаналізовано та систематизовано методичний базис розбудова територій пріоритетного розвитку. Окреслено ключові прорахунки та надбання попереднього вітчизняного досвіду. Запропоновано авторське бачення, щодо тлумачення розбудови ТПР. Сформовано концепт методичного забезпечення розбудови ТПР.Ukraine today is in the center of attention of the whole world. Russian aggression, which entailed the destruction of industrial, social, transport, engineering, tourism, economic and other infrastructure, creates additional challenges, the solution of which requires the efforts of state and local authorities, scientists, businesses and ordinary citizens. The revival of peaceful life, among other things, is based on the socio-economic growth of the country, the acceleration of which is ensured by the activation of entrepreneurship based on its investment. thus, the purpose of the article is to develop methodological approaches to the development of areas of priority development. The theoretical and methodological basis of the study was the fundamental provisions on economic theory, regional economics, distribution of productive forces, regional management, scientific works of domestic and foreign scientists concerning priority development areas. To achieve this goal, a comprehensive and systematic approach was used, methods of logical, statistical analysis, scientific generalization, induction, deduction, systematization, on the basis of which the theoretical and methodological basis for the formation of territories of priority development was analyzed and structured. The key miscalculations and developments of the previous domestic experience are indicated. The author's vision regarding the interpretation of the development of the TPR is proposed. The concept of methodological support for the development of TPR has been formed. The presented results of the study, carried out within the framework of the state theme "Development of territories of priority development in conditions of armed conflict: assessment of effectiveness and efficiency" form the basis of methodological recommendations for assessing the economic and social results of the development of territories of priority development. The practical value of the results obtained lies in the fact that they are the basis for making managerial decisions in the development of national and regional strategies and programs for the socio-economic development of regions. The results presented for consideration are recommended to scientists, government officials, industry associations, university professors, graduate students, and students.
