Забезпечення фінансової спроможності територіальних громад у післявоєнному відновленні України

Abstract

У дисертаційній роботі обґрунтовано теоретико-методичні засади формування та зміцнення фінансової спроможності територіальних громад України в умовах воєнного стану та повоєнного відновлення. Уточнено зміст поняття «фінансова спроможність територіальної громади» як інтегральної властивості, що відображає здатність громади поєднувати інституційні, нормативно-правові, організаційні та ресурсні передумови з дієвими фінансовими, інфраструктурними й регулюючими механізмами. Обґрунтовано, що така спроможність проявляється не лише через обсяг наявних фінансових ресурсів, а й через спроможність громади стабільно надавати якісні публічні послуги, мобілізувати й капіталізувати власний та прихований фінансовий, економічний, інвестиційний, інноваційний, соціальний і управлінський потенціал. Доведено, що у повоєнних умовах це поняття має розглядатися як ключова характеристика життєздатності територіальної громади, що визначає її перехід від режиму підтримання мінімально допустимого рівня функціонування до режиму активного, стійкого та інклюзивного розвитку на інноваційній основі.

The dissertation substantiates the theoretical and methodological foundations for forming and strengthening the financial capacity of territorial communities of Ukraine under martial law and during post-war recovery. The concept of “financial capacity of a territorial community” is clarified as an integral characteristic that shows the ability of the community to combine institutional, legal and regulatory, organizational and resource preconditions with effective financial, infrastructure and regulatory mechanisms. It is argued that this capacity is expressed not only in the volume of available financial resources, but also in the community’s ability to provide quality public services on a regular basis, to mobilise and capitalise its own and hidden financial, economic, investment, innovation, social and managerial potential. It is proved that in post-war conditions this concept should be seen as a key feature of the viability of a territorial community, which determines its transition from a mode of maintaining a minimum acceptable level of functioning to a mode of active, sustainable and inclusive development based on innovation.
