Правове забезпечення митного оформлення експорту зерна в умовах воєнного стану в Україні

Abstract

The article deals with issues related to legal support for customs clearance of grain exports in the context of the martial law in Ukraine. The regulatory and legal framework, which ensures customs clearance of grain export in the conditions of martial law in Ukraine, is analyzed in detail. As a result of the conducted research, it was determined that the improvement of legal support for the customs clearance of grain export in the conditions of martial law in Ukraine requires a complex and systematic approach, taking into account the specifics of the conflict situation and international relations. It is also determined that the current geopolitical situation creates a number of challenges for foreign economic relations at the legislative level and regulatory legal support for customs clearance of grain exports under martial law in Ukraine. Martial law requires not only military measures, but also a careful approach to the regulation and control of grain exports across the customs border. The main concepts and essence of customs clearance of grain export are analyzed, the importance of legal support for this process in wartime conditions is determined. It was found that effective customs clearance requires not only compliance with general rules and regulations, but also adaptation to the specific conditions of a military conflict. As a result of the study, a number of measures were proposed to improve the legal support for customs clearance of grain export in the conditions of the war in Ukraine. In particular, the creation of special legal acts; improvement of personnel training; use of modern technologies to facilitate and speed up customs clearance processes. Thanks to taking into account the features of martial law and ways of adapting customs clearance to them, it is possible to support the stability of the agricultural sector, ensure the safety of export operations, and promote the effective functioning of export activities in the conditions of martial law against Russian aggression. This will become an important foundation for the formation of the economic security of the state.
