dc.description.abstractЗ 7 листопада 2020 року в Україні обов’язковим стало подання загальної декларації прибуття під час ввезення товарів на митну територію України, які здійснюються авіаційним, водним, автомобільним, залізничним транспортом, що стало черговим кроком до впровадження в Україні міжнародних стандартів митного контролю. Загальна декларація прибуття – електронне повідомлення з набором попередньої інформації, сформоване перевізником, що дозволяє завчасно забезпечити аналіз ризиків. Впровадження такого інструменту митного контролю було передбачено Угодою про асоціацію між Україною та ЄС, Міжнародною конвенцією про спрощення та гармонізацію митних процедур (Кіотська конвенція), Рамковими стандартами безпеки та спрощення світової торгівлі Всесвітньої митної організації та Угодою про спрощення процедур торгівлі Світової організації торгівлі. А тому, вивчення міжнародного досвіду з питань застосування загальної декларації прибуття, як важливого елементу попереднього інформування в контексті виявлення безпекових ризиків, є особливо важливим для України. Саме тому, було досліджено використання сучасних інструментів попереднього інформування митною адміністрацією Японії. На основі проведеного дослідження визначена необхідність законодавчого роз’яснення та нормативно-правового врегулювання питань що стосуються процедури застосування загальної декларації прибуття. From November 7, 2020, it became mandatory in Ukraine to submit a general declaration of arrival when importing goods into the customs territory of Ukraine, which are carried out by air, water, road, and rail transport, which was another step towards the introduction of international customs control standards in Ukraine. The general declaration of arrival is an electronic message with a set of preliminary information, generated by the carrier, which allows for an early risk analysis. The implementation of such a customs control tool was provided for by the Association Agreement between Ukraine and the EU, the International Convention on the Simplification and Harmonization of Customs Procedures (Kyoto Convention), the Framework Standards for the Security and Simplification of World Trade of the World Customs Organization, and the Agreement on the Simplification of Trade Procedures of the World Trade Organization. Therefore, the study of international experience on the application of the general declaration of arrival, as an important element of preliminary information in the context of identifying security risks, is particularly important for Ukraine. That is why the use of modern advance notification tools by the Japanese customs administration was investigated. On the basis of the conducted research, the need for legislative clarification and normative-legal settlement of issues related to the procedure for applying the general declaration of arrival was determined.
