Особливості бюджетного інвестування в умовах воєнного стану

Abstract

Бюджетні інвестиції у воєнний час в Україні відіграють важливу роль у відновленні економіки та покращенні добробуту населення. Вони дозволяють створити нові робочі місця та стимулювати економічний розвиток. Одним із завдань уряду України є забезпечення бюджетних інвестицій у воєнний час. Це дозволить запобігти повному зупиненню інвестиційних процесів та створити основу для відновлення економіки після завершення війни. У статті проаналізовані доходи місцевих бюджетів та частка міжбюджетних трансфертів у них, а також пріоритетні напрями бюджетного інвестування з боку держави у 2023 р. З’ясовано, що кошти розподіляються між різними секторами, що вказує на різні пріоритети та цілі уряду, але пріоритетом стали таки напрями як ліквідації наслідків збройної агресії рф, підтримка підприємництва та регіональний розвиток. Також у статті проаналізована інвестиційна діяльність держави у розрізі фінансування Державних програм, завдяки яким малий, середні та великий бізнеси отримали доступ до пільгового кредитування і фінансового лізингу. Даний аналіз дозволив зробити висновки, що бюджетне інвестування відіграє надзвичайно важливу роль у воєнний період для підтримки громадян країни так і для бізнесу. Обмежені бюджетні кошти спонукають уряд України до залучення додаткового фінансування як на внутрішніх, так і на зовнішніх фінансових ринках для бюджетного інвестування.

Budgetary investments during the war period in Ukraine play an important role in restoring the economy and improving the welfare of the population. At the expense of budget investments, new jobs were created and economic development was stimulated. One of the tasks of the government of Ukraine is to attract budgetary investments during the war period. This will prevent a complete stoppage of investment processes and create a basis for the recovery of the economy in the post-war period. The article analyzes the revenues of local budgets and the share of extrabudgetary transfers in them, as well as the priority areas of budgetary investment by the state in 2023. It is found that the funds are distributed among different sectors, which indicates different priorities and goals of the government. The main priorities were the elimination of the consequences of the armed aggression of the rf, support of entrepreneurship and regional development. The article also analyzes the state's investment activities in terms of financing State programs, thanks to which small, medium and large businesses have access to preferential lending and financial leasing. Thanks to budget financing of the State program «Affordable 7% Mortgage», a wide range of citizens of Ukraine received a reduction in the cost of mortgage loans. This analysis made it possible to draw con clusions that budget investment plays an extremely important role in the war period for the support of the country's citizens and for the field of entrepreneurship. Limited budgetary resources encourage the government of Ukraine to attract additional financing both on the domestic and external financial markets for budgetary investment. Despite these challenges, the government of Ukraine made significant efforts to ensure budgetary investments during the war period. This made it possible to prevent a complete stoppage of investment processes. Budget investments are a basic stimulating tool for achieving financial development of the economy in the near future. Under martial law, the implementation of budget programs and social projects become an important part of the country's financial strategy.
