Аналіз тенденцій та детермінанти дитячої бідності в Україні

Abstract

У дослідженні здійснено комплексний аналіз тенденцій дитячої бідності в Україні, на підставі чого зроблено висновок, що показники дитячої бідності значно вищі у сім’ях: багатодітних (з трьома і більше дітьми); неповних; молодих (які мають дітей до 3-х років); внутрішніх переселенців; які проживають у певних регіонах: а) сільській місцевості; б) де найвища частка дітей у складі населення; в) мало поширені сучасні галузі економіки з високооплачуваними робочими місцями; де дорослі особи працюють в бюджетному секторі економіки і отримують низькі зарплати; г) де є безробітна (тні) особа(и); хронічно бідних. Запропоновано дитячу бідність розглядати як порушення гарантованих Конституцією України і міжнародними нормативно-правовими актами прав дитини через незабезпечення умов необхідних для повноцінного і здорового життя дітей в Україні. Виокремлено форми її депривацій, до яких віднесено: неможливість купувати необхідні товари і послуги; недоступність медичного обслуговування та освіти; недоступність чистої води та санітарних умов; відсутність доступу до технологій, підключення до Інтернету та електроенергії; недостатній рівень фізичної безпеки; відсутність можливостей для покращення якості життя та саморозвитку. Проаналізовано міжнародні та вітчизняні нормативно-правових акти, спрямовані на попередження і подолання дитячої бідності; зроблено висновок про невиконання взятих на себе зобов’язань нашої держави щодо гарантування забезпечення умов необхідних для повноцінного і здорового життя дітей в Україні. До детермінантів дитячої бідності віднесено загальні і спеціальні. Наведено їх перелік. Запропоновано враховувати визначені детермінанти дитячої бідності при розробці проектів прогнозних і програмних документів, проектів нормативно-правових актів, спрямованих на її подолання, що сприятиме формуванню комплексного науково-обґрунтованого підходу до подолання дитячої бідності в країні і її превенції.

The study conducted a comprehensive analysis of child poverty trends in Ukraine, based on which it was concluded that child poverty rates are significantly higher in families: large families (with three or more children); single-parent families; young families (with children under 3 years old); internally displaced persons; those living in certain regions: a) rural areas; b) where the highest proportion of children in the population; c) where modern sectors of the economy with high-paying jobs are not widespread; where adults work in the budget sector of the economy and receive low salaries; where there are unemployed person(s); chronically poor. It is proposed to consider child poverty as a violation of the rights of the child guaranteed by the Constitution of Ukraine and international regulatory legal acts due to the failure to provide the conditions necessary for a full and healthy life for children in Ukraine. The forms of its deprivations are identified, which include: the inability to purchase necessary goods and services; unavailability of medical care and education; unavailability of clean water and sanitary conditions; lack of access to technology, Internet connection and electricity; insufficient level of physical security; lack of opportunities to improve the quality of life and self-development. International and domestic regulatory legal acts aimed at preventing and overcoming child poverty are analyzed; a conclusion is made about the failure to fulfill the obligations undertaken by our state to guarantee the provision of conditions necessary for a full and healthy life for children in Ukraine. The determinants of child poverty include general and special ones. Their list is given. It is proposed to take into account the identified determinants of child poverty when developing draft forecast and program documents, draft regulatory legal acts aimed at overcoming it, which will contribute to the formation of a comprehensive scientifically based approach to overcoming child poverty in the country and its prevention.
