Abstract

The study consists in the theoretical and methodological substantiation and the development of practical recommendations for improving modern mechanisms of state response to crisis phenomena in the system of public governance and administration at different levels of governance. The research analyzes scientific approaches to defining the essence of crisis phenomena and crisis management in the public sector; typologizes crises in the activities of public authorities and assesses their impact on managerial processes; examines the regulatory and institutional foundations of state response to crisis phenomena in Ukraine; analyzes the practice of implementing state crisis-response mechanisms at the national, regional, and local levels of governance; and substantiates directions for improving organizational and managerial, risk-oriented, and digital mechanisms of crisis management
