Вплив економічної свідомості та культури громадян на формування податкової культури суспільства

Abstract

Зміни в структурі суспільної свідомості українського суспільства мають тісний взаємозв’язок із суттєвими змінами в економічному організмі і знаходять прояв конкретним ставленням суспільства до податків та системи їх стягнення через економічну свідомість, ментальні особливості, які, в свою чергу, формують податкову культуру громадян. Визначено сутність економічної свідомості та економічної культури, а також досліджено фактори, які їх формують. Обґрунтовано вплив економічної свідомості та економічної культури на формування податкової культури суспільства. Визначено сутність податкової культури суспільства. Розглянуто проблеми формування податкової культури в Україні та запропоновано напрями їх усунення.

The most important characteristic of the changing role of the economic environment in our lives and in the world system as a whole is the formation of a new type of socio-economic interconnections at the level of consciousness and culture, as well as the change of the world that is created by the change of man himself. Therefore, the analysis of the content and nature of the economic sphere with its derivative – human tax activity was paid considerable attention during all stages of the historical progress of mankind.The purpose of the article is to investigate the interconnection of economic consciousness and economic culture with the justifi cation of their infl uence on the formation of tax culture of society. The research methods used in the process of writing the article involve the application of general scientifi c and empirical techniques of economic science, based on a systematic approach. In addition, in the process such a general method of study as generalization was used. The tax culture of domestic taxpayers is characterized by a rather low level. In Ukraine, taxes are not considered by everyone to be of universal value. This poses a direct threat to the economic security of the state. Thus, tax evasion signifi cantly cuts the revenue side of the country’s budget, preventing the state from fully fi nancing social, investment, defense and law enforcement programs. At the same time, the state compensates for the lack of budget revenues by introducing new tax payments, increasing the rates of current taxes and fees. The main task of shaping Ukraine’s tax culture is to understand the objective need for taxpayers to pay part of their income to the state. It is substantiated that the tax culture is the existence of a taxpayer understanding of the importance and objective need to pay part of their income for the benefi t of the state so that its institutions can eff ectively perform their functions to ensure a stable, safe, healthy, educated and happy life of citizens.
