Економіко-математичні моделі оцінки ефективності зовнішньоекономічної діяльності

Abstract

В сьогоднішніх умовах в Україні гостро постає питання розвитку зовнішньо-економічної діяльності. В дослідженні розглянуто регресійний і кореляційний аналіз залежностей при оцінюванні взаємозв’язків зовнішньої діяльності України. Сформована концептуальна модель ефективності зовнішньо-економічної діяльності на макро- і мезорівнях, що відображає можливість реалізації індикативного підходу. Модель включає уточнений понятійний апарат, в якому визначені критерії (прямий – коефіцієнт віддачі зовнішньоекономічної діяльності, непрямий коефіцієнт зовнішньоекономічної безпеки) і сфери виникнення ефектів (економічне зростання; виробництво; фінанси; положення на ринку праці; рівень життя населення; наукові дослідження та інновації; інфраструктура; екологія). Запропоновано приблизний перелік індикаторів оцінки ефективності, алгоритм їх розрахунку і аналізу.

A conceptual model of the effectiveness of foreign economic activity at the macro- and mezzanine levels has been formed, which reflects the possibility of implementing an indicative approach. The model includes a refined conceptual apparatus, which defines the criteria (direct – coefficient of return of foreign economic activity, indirect coefficient of foreign economic security) and spheres of effects (economic growth; production; finances; position on the labor market; standard of living; research and innovation; infrastructure; ecology). An approximate list of performance evaluation indicators, an algorithm for calculating and analyzing them is offered. Modern FEA models are characterized by progressive methods of analysis and more realistic conditions, however, most of them are focused on microeconomic systems, in firms. Traditional models of foreign trade and the international capital movement are aimed at explaining the benefits of international specialization and demonstrate theoretical ideas about the structure and directions of foreign trade. However, these models have low adequacy (by virtue of accepted assumptions) and weak analytical tools (graphical and arithmetic methods), which reduces their practical applicability under real conditions. On the basis of such research it will be possible to develop the priorities of foreign economic relations in accordance with the priorities of the national economy of the country as a whole, namely: to identify safe areas of development of foreign economic activity; develop a single law that regulates the entire investment sector in Ukraine; to improve the work of e-government, since without its quality work it is impossible to control foreign economic agreements, etc. In order to achieve this goal, the following tasks have been set and solved: to develop a conceptual model of the effectiveness of foreign economic activity of subjects of macro- and mesa-level, detailing the criteria, indicators, evaluation indicators and algorithm for their calculation. Methods of analysis and synthesis, method of coefficients, tabular method were used in the research process. A conceptual model of the effectiveness of FEAs at the macro- and mesoscale, including the refined conceptual apparatus, criteria, spheres of effects, a list of evaluation indicators and an algorithm for their calculation.
