Анотація
В статті наведені обсяги прибутку та збитку підприємств житлово-комунального господарства. Розглянуто обсяг прибутків та збитків підприємств житлово-комунального господарства за видами діяльності. Висвітлений стан дебіторської і кредиторської заборгованості підприємств житлово-комунального господарства в цілому та за видами діяльності. Вказано вплив встановлених тарифів на житлово-комунальні послуги. Проаналізовано заборгованість населення як найбільшого боржника перед підприємствами житлово-комунального господарства за отримані житлово-комунальні послуги в цілому по країні, за регіонами, за видами наданих послуг. Наведено найвищий та найнижчий рівень заборгованості населення за спожиті житлово-комунальні послуги. Оцінено стан виплати заробітної плати на підприємствах житлово-комунального господарства. Наведені пропозиції з покращення діяльності підприємств житлово-комунального господарства.
Every resident of the country is experiencing the impact of provided housing and communal services. The research on reforming, regulation of housing and communal services, as well as the development of a set of measures to improve the functioning of housing and communal services enterprises are covered in the works of many domestic economists. At the same time, the issues of analysis of the work of enterprises providing housing and communal services are particularly relevant and require further research.
This results in non-fulfillment of financial obligations by enterprises of housing and communal services and growth of payables.
The largest volumes of profit of housing and communal services enterprises are communal heat energy and housing. Such indicators also apply to the losses incurred by housing and communal services enterprises. The largest percentage of losses is almost three quarters of the enterprises of municipal heat energy. This directly affects the state of accounts receivable of housing and communal services enterprises. Municipal heat energy companies account for more than half of the receivables, which tend to increase. This results in the timely implementation of financial obligations by enterprises of housing and communal services and the growth of payables.
Municipal heat energy companies have the largest payables among housing and communal services enterprises.
The largest debtor among the consumers of services to the housing and communal services enterprises is the population. This debt has a tendency to increase.
All this led to an increase in wage arrears for employees at housing and communal services enterprises. Particularly critical situation has arisen in water supply and sewage enterprises.
At the enterprises of housing and communal services, changes are needed. This will enable, with the support of economic levers and contractual relations, to increase the responsibility of providers of housing and communal services of various forms of ownership, and by means of improving the existing system of management and organizational structure, ensure the process of reforming and developing housing and communal services.
