Реформа ДФС: пріоритет суті над формою чи навпаки?

Abstract

Досліджено фіскальну ефективність реформи ДФС в Україні. Виявлено, що основне питання українських реформ полягає у створенні в країні таких умов для життя і роботи людей, які не лише сприяли б реалізації їхнього виробничого, творчого, інтелектуального потенціалу, а й дали б змогу з часом повернути в країну тих, хто з неї поїхав. Лише тоді реформи мають шанс стати ефективними і зміни в країні — незворотними на краще.

The fiscal efficiency of the DFS reform in Ukraine is researched. It is revealed that the main issue of Ukrainian reforms is to create such conditions in the country for the life and work of people who would not only facilitate the implementation of their productive, creative and intellectual potential, but would also allow them to return to the country over time. . Only then will the reforms have a chance to become effective and the changes in the country are irreversible for the better.
