Економічна безпека України в умовах деструктивного впливу воєнного стану

Abstract

Дисертацію присвячено поглибленню теоретико-методичних засад і розробці практичних рекомендацій щодо забезпечення та зміцнення економічної безпеки України в умовах деструктивного впливу воєнного стану. В контексті опрацювання даної проблематики проведено дослідження концептуальних основ економічної безпеки держави в кризових умовах, здійснено комплексний аналіз макросередовища та специфіки впливу вимушеної мілітаризації на національну економіку, побудовано економетричні моделі залежності економічного зростання від ключових загроз, а також розроблено стратегічні імперативи та сценарії повоєнного відновлення. Досліджуючи теоретико-методичні аспекти забезпечення економічної безпеки держави, в роботі здійснено ретроспективний аналіз еволюції даного поняття. Сформовано авторське бачення сутності економічної безпеки в умовах воєнного стану не як статичного стану захищеності, а як динамічної спроможності національної економіки до резистентності, адаптації та збереження інституційної цілісності під тиском екзистенційних загроз. Систематизовано та класифіковано загрози економічній безпеці з виокремленням специфічних деструктивних чинників воєнного часу, зокрема прямих фізичних руйнувань, логістичної блокади, демографічної кризи та фіскального розриву. Удосконалено методологічні підходи до діагностики стану економічної безпеки, обґрунтувавши необхідність переходу від індикативного підходу мирного часу до комплексного оцінювання, що враховує структурні деформації та нелінійні зв’язки між вимушеною мілітаризацією та економічним розвитком.The dissertation is devoted to deepening the theoretical and methodological foundations and developing practical recommendations for ensuring and strengthening the economic security of Ukraine under the destructive impact of martial law. In the context of addressing this issue, a study of the conceptual frameworks of state economic security under crisis conditions was conducted; a comprehensive analysis of the macro-environment and the specific impact of forced militarization on the national economy was carried out; econometric models of the dependence of economic growth on key threats were constructed; and strategic imperatives and scenarios for post-war recovery were developed. Investigating the theoretical and methodological aspects of ensuring state economic security, the study performs a retrospective analysis of the evolution of this concept. The author’s perspective on the essence of economic security under martial law is formulated not as a static state of protection, but as a dynamic capacity of the national economy for resistance, adaptation, and the preservation of institutional integrity under the pressure of existential threats. Threats to economic security are systematized and classified, highlighting specific destructive factors of wartime, including direct physical destruction, logistical blockade, demographic crisis, and the fiscal gap. Methodological approaches to diagnosing the state of economic security have been improved by justifying the necessity of transitioning from a peacetime indicative approach to a comprehensive assessment that accounts for structural deformations and non-linear relationships between forced militarization and economic development.
