Анотація
Стаття присвячена аналізу механізмів державного фінансового контролю за видатками на цифровізацію в контексті сучасних викликів. Зокрема, досліджено роль і значення державного фінансового контролю в ефективному використанні фінансових ресурсів на розвиток цифрової інфраструктури. Проаналізовано механізми контролю, їх ефективність та запропоновано шляхи вдосконалення в умовах стрімкого технологічного прогресу та постійної еволюції вимог до цифрової трансформації. Актуальність теми зумовлена швидким розвитком цифрових технологій та їх впливом на всі сфери життя суспільства. Зростаючий обсяг витрат на цифровізацію вимагає ефективного управління цими ресурсами для забезпечення максимальної користі для економіки, громадян та суспільства в цілому. У контексті сучасних викликів, таких як швидкі технологічні зміни, цифрова безпека, захист персональних даних та забезпечення доступності цифрових послуг, тема державного фінансового контролю набуває особливого значення. Актуальність полягає в необхідності розробки та впровадження ефективних механізмів контролю, які б забезпечили прозорість, відповідність стратегічним цілям та оптимальне використання фінансових ресурсів у процесі цифрової трансформації. Результати дослідження можуть бути корисними для державних органів, відповідальних за формування та реалізацію стратегій цифровізації, а також для науковців і практиків у сфері державного управління та фінансів. У висновках підкреслюється важливість ефективного державного фінансового контролю за видатками на цифровізацію в умовах сучасних викликів. На основі аналізу чинних механізмів контролю та їх ефективності показано, що оптимальне використання фінансових ресурсів є ключовим чинником створення та розвитку цифрової інфраструктури. Пропозиції щодо вдосконалення механізмів контролю спрямовані на забезпечення більшої прозорості, ефективності та відповідності стратегічним цілям цифрової трансформації. Результати дослідження вказують на необхідність постійного моніторингу та адаптації механізмів контролю до швидкозмінного технологічного середовища та суспільних потреб.
The article analyzes the mechanisms of state financial control over digitalization expenditures in the context of current challenges. In particular, the role and importance of state financial control in the efficient use of financial resources for the development of digital infrastructure are investigated. The author analyzes the control mechanisms, their effectiveness, and suggests ways to improve them in the context of rapid technological progress and the constant evolution of requirements for digital transformation. The relevance of the topic is due to the rapid development of digital technologies and their impact on all spheres of society. The growing amount of spending on digitalization requires efficient management of these resources to maximize the benefits to the economy, citizens, and society as a whole. In the context of modern challenges such as rapid technological changes, digital security, personal data protection, and ensuring the availability of digital services, the topic of state financial control is of particular importance. The relevance lies in the need to develop and implement effective control mechanisms that would ensure transparency, compliance with strategic goals, and optimal use of financial resources in the process of digital transformation. The results of the study can be useful for government agencies responsible for the development and implementation of digitalization strategies, as well as for researchers and practitioners in the fields of public administration and finance. The conclusions emphasize the importance of effective state financial control over digitalization expenditures in the face of current challenges. Based on the analysis of existing control mechanisms and their effectiveness, the article shows that the optimal use of financial resources is a key factor in the creation and development of digital infrastructure. The proposals to improve control mechanisms are aimed at ensuring greater transparency, efficiency, and alignment with the strategic goals of digital transformation. The results of the study indicate the need for constant monitoring and adaptation of control mechanisms to the rapidly changing technological environment and social needs.
