Механізми формування культури проектного управління в органах публічної влади

Abstract

Робота полягає у розробці теоретичних та правових обгрунтуваннях механізму формування культури проєктного управління в органах публічної влади та розробки практичних рекомендацій щодо шляхів його удосконалення.. розкрити сутність та особливості застосування у сфері публічного управління проєктного підходу; визначити механізм формування «культури управління» в сучасному соціумі та основні етапи формування культури проєктного управління; розглянути інституційне забезпечення проєктного управління в Білогородській сільській раді Бучанського району Київської області; запропонувати шляхи застосування проєктного підходу до управління розвитком територіальних громад в УкраїніThe study focuses on the development of theoretical and legal justifications for the mechanism of forming a project management culture in public authorities, as well as on elaborating practical recommendations for ways to improve it. The essence and specific features of applying the project-based approach in the field of public administration are revealed. The mechanism for forming a “management culture” in modern society and the main stages of developing a project management culture are identified. The institutional framework for project management is examined using the case of the Bilohorodka Village Council of Bucha District, Kyiv Region. The study also proposes practical ways to apply the project approach to managing the development of territorial communities in Ukraine
