У статті на основі широкого кола документів і матеріалів відомчих та державних архівних установ України і Росії, нормативно-правових документів, опублікованої історико-мемуарної і фахової літератури комплексно досліджуються організаційні заходи радянського уряду щодо розвитку та безпеки функціонування автомобільного транспорту в 20–30-ті роки ХХ ст. In the article, basics of various documents and materials of the departmental and state archival institutions of Ukraine and Russia, legal documents, published historical-memoirs and special literature, the organizational measures of the Soviet Government on the development and safety of the functioning of motor transport in the 20-30`s are extencively investigated twenties century.
