Інвестиційна політика підприємства: матриця стейкхолдерів та драйвери розвитку взаємодії

Abstract

У статті акцентовано увагу на важливості імплементації моделі публічно-приватного партнерства «суспільство – бізнес - наука». Досліджено принципи формування інвестиційної політики підприємства на засадах моделі «S-B-S», що покликана забезпечити оптимальні умови вкладання власного, позикового та інших видів капіталів для розширення активів об’єкта інвестування. Розглянуто теоретичні аспекти інвестиційної політики промислового підприємства. Досліджено класифікаційні ознаки та умови формування інвестиційної політики підприємства, проаналізовано основні цілі, що виділяє світова практика. Виділено, що при реалізації ефективної інвестиційної політики двома основними критеріями релевантності інвестиційних грошових потоків є зв’язок витрат із майбутніми періодами та різний розмір для різних варіантів рішень. З метою деталізації інвестиційної політики виділено ключові її завдання та зміст, що дало можливість відтворити ієрархію стейкхолдерів при реалізації інвестиційної політики промислового підприємства. Наведено аналіз зацікавлених сторін та формування матриці стейкхолдерів, яких доцільно розділити на ознаками рівнів зацікавленості та впливовості на інвестиційний процес: вето гравці (veto player), ключові (key stakeholders), первинні (primary stakeholders), вторинні (secondary stakeholders). Визначено, що матричний аналіз зацікавлених сторін є інструментом, який найкраще підходить для аналізу стейкхолдерів, так як характеризує рівнів впливовості на процес інвестування та зацікавленості при цьому забезпечуючи огляд архітектоніки стейкхолдерів. Зазначено, що архітектоніка стейкхолдерів характеризує композиційну ієрархію відносин та комплекс взаємозв’язків, систему домінувань й підпорядкувань різноманітних зацікавлених сторін від вето гравців до груп інтересів та впливу, що зумовлює співвідношення усіх елементів. Серед факторів впливу виділено ключові імплементаційні виклики інвестиційної політики промислового підприємства такі як: політичний й популістичний ризик, неузгодженість між органами виконавчої влади, партнерами в розробці інвестиційних програмних документів розвитку промисловості. За результатами статті визначено, що формуючи інвестиційну політику промислового підприємства через призму матриці стейкхолдерів стає можливим ідентифікувати відношення та вплив зацікавлених осіб, що дозволяє спрогнозувати управлінські рішення для забезпечення релевантності грошових потоків від інвестиційної діяльності.

Attention is focused on the importance of implementing the model of public-private partnership "society - business - science". Research principles of formation of investment policy of the enterprise on the basis of model "S-B-S" which is supposed to provide optimum conditions of investment of own, borrowed and other kinds of capitals for expansion of assets of object of investment are investigated. In this article the theoretical aspects of the investment policy of the industrial enterprise are considered. Classification signs and conditions of formation of investment policy of the enterprise are investigated, the basic purposes are analyzed, the world practice allocates. It is marked out, that at realization of an effective investment strategy two basic criteria of relevance of investment monetary streams connection of expenses with the future periods and the different size for various variants of decisions. For the purpose of detailing the investment policy the key tasks and content are singled out, which allowed to recreate the hierarchy of stakeholders when implementing the investment policy of the industrial enterprise. Here is the analysis of stakeholders and formation of a matrix of stakeholders, which is expedient to divide into the signs of interest and influence on the investment process: veto players, key players, primary players, secondary players. Determined that the stakeholder matrix analysis is the tool best suited for stakeholder analysis, as it characterises the levels of influence and interest in the investment process while providing an overview of stakeholder architectures. It is noted that the stakeholders' architectonics characterizes the composite hierarchy of relations and complex of interrelations, the system of domination and subordination of various stakeholders from veto players to interest and influence groups, which results in the correlation of all elements. Among the factors of influence the key implementation challenges of the investment policy of the industrial enterprise, such as: political and populist risk, inconsistency between the executive authorities, partners in the development of investment policy documents for industrial development, are highlighted. According to the results of the article it is determined that forming the investment policy of the industrial enterprise through the prism of the matrix of stakeholders it becomes possible to identify the attitude and influence of stakeholders, allows to predict management decisions to ensure the relevance of cash flows from investment activities.
